Quick Answer to Fulbright-Nehru Master's Fellowships: 8 Honest Facts for Indian Students
The Fulbright-Nehru Master's Fellowship, run by USIEF, funds up to two years of a US master's: tuition and fees, living costs, economy airfare and accident and sickness cover, with no support for dependents. You need a four-year degree (or a master's or full-time PG diploma) with 55%, three years of relevant paid work, leadership and community service, and a field on USIEF's list. Fellows travel on a J-1 visa and must return to India for two years. At the time of writing, no 2027 to 2028 Master's call is published.
"Is Fulbright only for PhD scholars, or can I get it for a master's too?" We hear this from working professionals in Ahmedabad and Vadodara who have read that Fulbright pays for everything and want to know if it could pay for their US master's. The honest answer: there is a Fulbright-Nehru Master's Fellowship, it is generous, and it is built for a narrow group of people. Most students who ask us about it do not fit that group, and it is better to know that early.
In this guide I cover what USIEF says about eligibility, the eight fields, what the award pays for, the J-1 visa and its two-year home residency rule, where the next cycle stands, and who should and should not spend months on this application. What the Fulbright-Nehru Master's Fellowship Actually Is
The Fulbright-Nehru Master's Fellowships are run in India by the United States-India Educational Foundation (USIEF). USIEF describes them as designed for highly motivated people with outstanding leadership qualities, the equivalent of a US bachelor's degree, at least three years of professional work experience, and a commitment to return and contribute to their communities in India.
The fellowship is awarded for up to two years to pursue a master's degree at a US college or university. It is not a tuition discount from one university. It is a full exchange grant from the Fulbright Program, and that difference shapes everything else: the visa you travel on, how universities are chosen, and what you owe India afterwards.
Keep one distinction in mind. The Fulbright-Nehru Master's Fellowship is different from university scholarships and assistantships, which most Indian students rely on. Our guide to scholarships for international students in the USA covers those in detail.

Fulbright-Nehru Master's Fellowship Eligibility, Line by Line
For the most recent cycle published on its site (2026 to 2027), USIEF lists these requirements, in addition to its general prerequisites:
- Degree: the equivalent of a US bachelor's degree from a recognised Indian university with at least 55% marks. You need either a four-year bachelor's degree, or a completed master's degree, or a full-time postgraduate diploma from a recognised Indian institution if your bachelor's was shorter than four years.
- Work experience: at least three years of full-time, paid professional work experience relevant to your proposed field, completed by the application deadline.
- Leadership and community service: you should show experience in both.
- No US degree: you must not already hold a degree from a US university or be enrolled in a US degree programme.
- Employer endorsement: if you are employed, your employer must confirm on USIEF's endorsement form that leave will be granted for the fellowship period.
Two exclusions catch people out. Employees of the Government of India and state governments are not eligible for any Fulbright-Nehru fellowship, including IAS, IPS, IRS, IFS and state civil services. And under USIEF's general prerequisites, you must be an Indian citizen, not living in the US during the recruitment cycle, not holding permanent residence in another country, and not applying for or holding a US green card. You also sign an undertaking to return to India.
Look closely at the degree rule if you did a three-year BCom, BA or BSc. On its own, that does not meet the Fulbright-Nehru Master's Fellowship requirement. A completed master's or a full-time postgraduate diploma would.
The Eight Fields the Fulbright-Nehru Master's Fellowship Accepts
This is the filter that removes most of the students who ask us. For the 2026 to 2027 cycle, USIEF invited applications in these fields only:

Notice what is missing: computer science, data science, general engineering, business analytics and MBA. If you are a software engineer aiming for an MS in CS, the Fulbright-Nehru Master's Fellowship is not open to you, however strong your profile is. Fields can change between cycles, so read the list on the USIEF page for the year you apply.
What the Fulbright-Nehru Master's Fellowship Pays For
According to USIEF, the fellowship provides:
- J-1 visa support
- round-trip economy class air travel from your home city to your US host institution
- funding for tuition and fees
- living and related costs
- accident and sickness coverage per US Government guidelines
That is a generous package, but the Fulbright-Nehru Master's Fellowship comes with two caveats from the same page. First, there is no financial support for dependents, so a spouse or child travelling with you is your cost. Second, USIEF notes that its funding may not cover all costs and that a fellow may need to add other resources. Plan a buffer rather than assuming every rupee is paid.

The J-1 Visa and the Two-Year Home Residency Rule
Fulbright fellows do not travel on the F-1 visa that most Indian master's students use. USIEF's FAQs state that Fulbright scholars travel on a J-1 visa and are subject to rule 212(e), the two-year home country residence requirement linked to the J visa. The US State Department's exchange visitor site explains that this requirement applies when a programme is funded by the US government or your own government, and that until it is satisfied you may not benefit from certain employment-based or family-based US visas.
In plain terms: the Fulbright-Nehru Master's Fellowship expects you to come back to India after your degree and spend two years here. USIEF also says extensions and transfers of visa sponsorship are not permitted.
This is the part families underestimate. If your real plan is a US master's followed by US work experience, the F-1 route and Optional Practical Training, which is an F-1 benefit, fit that plan much better. Our guide to the USA F1 student visa process explains that path.
Who This Fellowship Is For, and Who It Is Not For
The Fulbright-Nehru Master's Fellowship is a strong fit if you:
- have three or more years of paid work in one of the eight fields, for example at a public health NGO, a newsroom, an urban planning firm or a university administration office
- can point to real leadership and community service, not a one-off volunteering certificate
- genuinely want to return and apply the degree in India
- have an employer who will grant leave
The Fulbright-Nehru Master's Fellowship is probably not for you if you:
- are a final-year student or fresher, since the three-year work rule cannot be met
- want a STEM or MBA master's outside the listed fields
- plan to settle or work long term in the US straight after graduating
- work for the central or a state government
- hold only a three-year bachelor's with no master's or full-time postgraduate diploma
- need funding for a spouse or children travelling with you

Fulbright-Nehru Master's Fellowship Deadline, Timeline and Selection
Here is where things stand at the time of writing, in September 2026. USIEF's Master's page still shows the 2026 to 2027 competition, whose deadline was May 14, 2025. USIEF has posted 2027 to 2028 calls for its Doctoral, Postdoctoral and Academic and Professional Excellence fellowships, but no 2027 to 2028 call for the Fulbright-Nehru Master's Fellowship, and the Master's Fellowships are not in the current list of Fulbright-Nehru fellowships on its "Fellowships for Indian Citizens" page. USIEF's FAQs say calls for applications typically open in February each year. For the last Master's cycle, the published timeline ran like this:
- May 14, 2025: online application deadline, through the IIE portal
- End June 2025: review of applications
- Early August 2025: USIEF informs applicants of the review outcome
- End August 2025: interviews of shortlisted candidates; nominees then take tests such as the TOEFL and GRE
- October 2025: applications forwarded to the J. William Fulbright Foreign Scholarship Board for approval and placement
- March/April 2026: finalists told about approval
- August/September 2026: degree programme begins
So from application to classroom took well over a year. Notice the GRE sits after nomination, not before, so our note on whether the GRE GMAT is mandatory for regular applications does not apply in the same way here.
Placement for the Fulbright-Nehru Master's Fellowship is also different. The Institute of International Education (IIE) in New York applies to four US institutions on your behalf, considering your preferences and competitiveness. You do not pick one university and apply yourself.
How competitive the Fulbright-Nehru Master's Fellowship really is
USIEF does not publish applicant or award numbers for the Master's category on its fellowship page, so I will not guess a success rate. What its selection page does make clear is the depth of the process: a technical eligibility check by USIEF staff, review by subject experts from India and the US, a virtual interview before a National Selection Committee, and final approval by the Fulbright Foreign Scholarship Board.
Committees look at academic and professional ability, the merit of your proposed plan, communication skills, commitment to community or national service, relevance to India, leadership, maturity and cultural adaptability. Reasons for rejection are not given, and decisions are final. You can apply for only one Fulbright-Nehru category per cycle, although USIEF encourages unsuccessful applicants to try again.
The mistake we see most often is treating the Fulbright-Nehru Master's Fellowship as a lottery ticket beside ten university applications. It rewards a clear, specific story about the work you have done in India and what you will do when you return. Plan it as your main project for that cycle, with a funded Plan B running alongside.

Myth: Top marks alone will get me the Fulbright-Nehru Master's Fellowship.
Fact: Marks are one input. USIEF also requires three years of relevant paid work and looks for leadership and community service.
Myth: I can use it for any master's, including CS.
Fact: Applications are invited only in the listed fields, which in the last cycle did not include computer science or business.
Myth: After the degree I can switch to a work visa and stay.
Fact: You travel on a J-1 visa subject to the two-year home country residence requirement, and you sign an undertaking to return to India.
Myth: I have to get admission to a US university first.
Fact: For recommended candidates, IIE applies to four institutions on your behalf.
