Malta's visa body is the Central Visa Unit (CVU) at Identità, the agency that used to be called Identity Malta Agency.
The part of the Malta student visa for Indian students that surprises people is the sponsor. Malta runs student visas through the institution. According to the CVU, schools send it lists of accepted students, it runs preliminary checks, and it then tells each school which students can apply and where. The CVU is clear that this clearance is not an approval of your visa. The consular post still decides.
In practice, the Malta student visa for Indian students has two stages:
- Stage one, from India: the Type D visa, applied for through the VFS Global process after your institution has booked your appointment.
- Stage two, in Malta: the study residence permit from Identità. Identità states that you cannot apply for this permit from abroad.
Who This Route Is For, and Who It Is Not For
The Malta student visa for Indian students described here suits you if:
- you have an acceptance letter for a full-time course at an institution licensed by the Malta Further and Higher Education Authority (MFHEA);
- the course is at MQF Level 5 or higher, which Identità lists as the level for the study residence permit;
- you plan to stay longer than 90 days.
The Malta student visa for Indian students is not the right route if you are joining a short English course of under 90 days, which can fall under a short-stay Schengen (Type C) visa instead. Identità also says that courses below MQF Level 5 need a one-year national visa before you can apply for a standard study permit. Part-time courses do not qualify for the study permit at all. Funds, Health Insurance and Fees
Money is where a Malta student visa for Indian students file is most often returned, so be careful here.
Funds. The University of Malta's visa page asks for at least three months of bank statements, a recent bank certificate and a copy of an international bank card. It sets the balance at 75% of the national minimum wage for each month of study, or a daily figure, and says tuition fees are not counted in that balance. If a sponsor pays, you also need the sponsor's statements and a signed declaration. These are one institution's published rules, so confirm what yours asks. Health insurance. The visa stage and the permit stage ask for different cover, as the table showed. Identità says students at the University of Malta, MCAST or ITS are exempt from the permit insurance with proof of enrolment. Everyone else should buy a private policy for the whole study period.
Fees. At the time of writing, the VFS Global page for India lists a student visa fee of INR 8,869 (EUR 100) for the standard type and INR 13,429 (EUR 150) for the extended type, plus a VFS service charge of INR 13,500 at the centre. Fees are non-refundable if the visa is refused. The University of Malta describes its own booking fee, so the amount you pay can depend on your institution's service type. Confirm everything on the VFS and Identità sites before paying.
Malta Student Visa for Indian Students: A Realistic Timeline
The official pages we checked disagree slightly on processing time. The University of Malta says a minimum of 4 to 6 weeks, while the VFS Global page for India says a minimum of 6 to 8 weeks. Plan on the longer figure, because incomplete files add more time. Here is a sensible order of events:
- Six months or less before the start date: the University of Malta says applications can only be submitted up to 6 months before the programme starts. Check your institution's window.
- After you accept your offer: your institution registers you with the CVU and books your appointment.
- Appointment day: you attend the VFS centre for biometrics and hand over your documents, including your passport.
- Wait for the decision: keep your flight plans flexible until the visa arrives.
- After arrival: apply online for the study residence permit, complete biometrics, and attend the health screening if your course is longer than 3 months.

Work Rights While You Study
Identità states that, after the first 90 days, students on an MQF Level 5 or higher course can work up to 20 hours a week in total across all employers while the permit is valid. You must stay enrolled full-time and keep up your attendance. Your employer must obtain an employment licence through Jobsplus before you start.
Please do not build your Malta student visa for Indian students budget around part-time pay. Rules, wages and job availability change, and you cannot work in your first 90 days. Treat any earnings as a bonus on top of a plan that already covers fees and living costs.
