What Has Changed Before the Canada Fall Intake 2027
Canada still welcomes international students, but the system is tighter than the one your seniors used. Four changes shape the Canada fall intake 2027 more than anything else.
- There is a national cap on new study permits. IRCC's 2026 to 2028 Immigration Levels Plan sets a target of 150,000 new international student arrivals for 2027, down from 155,000 for 2026. IRCC has said it will set the 2027 study permit cap and the provincial allocations in fall 2026, so the exact 2027 numbers may be announced while you are applying.
- Most students need a provincial attestation letter (PAL or TAL). Since 1 January 2026, master's and doctoral students in degree programmes at public institutions no longer need one. Most bachelor's, diploma and postgraduate certificate students still do.
- The Student Direct Stream has ended. IRCC closed SDS on 8 November 2024. Every Indian student now applies through the regular study permit stream, which still accepts a GIC as proof of funds.
- The living cost requirement rises each year. IRCC updates it on 1 September, and the current figure applies to applications made on or after 1 September 2026.

This is the Canada fall intake 2027 plan we would give you if you walked into one of our offices today. Treat the months as targets and the named deadlines as fixed points you must check.
October 2026: Shortlist and book your English test
- Build a Canada fall intake 2027 shortlist of six to eight programmes, with at least two you are confident about.
- Book IELTS, PTE or another test your shortlisted schools accept. Leave room for one retake before December.
- UBC's online application for the session starting September 2027 opens in early October 2026.
November 2026: First university applications
- The University of Toronto encourages undergraduate applicants for Fall 2027 to apply by 7 November 2026 for early consideration, with documents by 1 December.
- UBC's International Scholars award deadline is 15 November 2026, and the UBC application is due the same day if you want that award.
- Start your statement of purpose.
December 2026 to January 2027: Main deadline season
- Many master's programmes at research universities close their Canada fall intake 2027 applications between December and February. This is a typical pattern, not a rule, so read each programme page.
- UBC and the University of Toronto both list 15 January 2027 as the main undergraduate application deadline for Fall 2027 entry.
- Apply to colleges now too. Seneca Polytechnic, for example, says it accepts applications until the first day of classes but closes programmes once they are full.
February to April 2027: Offers, acceptance and your PAL
- Offers start arriving. The University of Toronto releases decisions from January through late May.
- Choose your offer, pay the deposit the institution asks for, and get your letter of acceptance.
- If you need a PAL, ask your institution how to request it. IRCC states that the province issues it, and you should contact your school to find out how to apply.
- Start your Canada fall intake 2027 funds file now. Loan sanctions, sponsor income proof and a GIC all take time.
May to June 2027: Apply for your study permit
- Apply online through your IRCC account with your letter of acceptance, your PAL if required, and proof of funds.
- Pay the biometrics fee with your application. After the instruction letter arrives, you have 30 days to give your fingerprints and photo.
- Consider an upfront medical exam with an IRCC panel physician (see the section on documents below).
- UBC's deadline for most students to accept their offer is 1 May or 1 June 2027, depending on the offer.
July to August 2027: Approval and travel
- Check IRCC's processing times tool for "study permit, from outside Canada" with India selected. The number changes, so check it again before you plan travel.
- Book non-refundable flights only after approval. Most Canada fall intake 2027 students should land a week or two before orientation.
September 2027: Arrival
- Carry your letter of acceptance, proof of funds and approval letter in your hand luggage. Your study permit is issued when you arrive at the port of entry.

The PAL and the 2027 Cap: Who Needs What
The provincial attestation letter confirms you fit within your province's share of the national cap. Here is how it applies to a Canada fall intake 2027 applicant, based on IRCC's PAL page, last updated in September 2026.
- Master's or PhD at a public university: no PAL needed for degree programmes at public institutions from 1 January 2026.
- Bachelor's degree, college diploma or postgraduate certificate: you will usually need a PAL or TAL with your study permit application.
- Studying in Quebec: you need a Quebec Acceptance Certificate (CAQ) instead, which has its own processing time.
IRCC's page says a PAL issued for the 2026 cap year is valid until 31 December 2026. A September 2027 start falls in the 2027 cap year, so you will need a letter issued for 2027 after the new allocations are set. The mistake we see most often is students assuming the PAL comes automatically with the offer letter. Sometimes it does, sometimes you must request it, and sometimes there is a wait. Ask the institution in writing as soon as you accept.
Canada Fall Intake 2027 Money Plan: Proof of Funds, GIC and Fees
For the Canada fall intake 2027, you must show that you can pay your first year's tuition, your living costs and your travel, without working in Canada. These are IRCC's figures at the time of writing.

IRCC accepts several kinds of proof, including a Canada GIC for Indian students, an education loan, bank statements with a clear source of income, and paid tuition receipts. A GIC is not mandatory since SDS ended, but many families still like it because it shows money already sitting in Canada.
One practical point. Because IRCC changes the living cost figure each September, a student who applies in August 2027 uses the current figure, while one who applies after 1 September 2027 may face a higher one. Another reason to apply by early summer.
Documents, Biometrics and Medicals Without Last Minute Panic

Biometrics. Applicants aged 14 to 79 usually give fingerprints and a photo. IRCC says biometrics are valid for 10 years, so if you gave them recently for a visitor visa they may be reused, but your permit cannot be issued beyond their expiry. Medical exam. India is on IRCC's list of countries where an immigration medical exam is needed if you have lived there for six months or more in the year before you come and you plan to stay more than six months. You can get an upfront exam from a panel physician before you apply, which saves a round of waiting later.
