One rule for everything below: every fee is in Canadian dollars, taken from official university pages at the time of writing. Fees change every year, so confirm the figure on the university's own site before you pay anything.
Cheapest Universities in Canada: What "Cheap" Really Means
When students search for the cheapest universities in Canada, they usually compare one number: tuition. But three other things decide what you actually spend.
- Living costs you must prove. IRCC sets a minimum amount for living expenses that you must show on top of your first-year tuition. For a single student applying on or after September 1, 2026 (outside Quebec), that figure is $23,448 per year at the time of writing. It is the same whether your tuition is $14,000 or $40,000.
- How the fee is charged. Some universities publish one yearly figure. Others charge per credit hour or per course, and then add an international fee, student fees and health insurance. Two figures that look similar can mean very different bills.
- The city. Rent in Winnipeg, Brandon, Charlottetown or St. John's is a different conversation from rent in Toronto or Vancouver. We have not quoted rents here because they move fast, but it is worth checking before you decide.

Two notes on reading this table. Figures marked "tuition only" do not include student fees, health insurance or books, while Cape Breton's figure already includes several of those, so the real gap between them is smaller than it looks. Université de Saint-Boniface, Winnipeg. The lowest published tuition on our list, but it is a French-language university. If you studied in a French-medium school or have serious French, it deserves a look. If not, do not apply just because the number is low.
Université de Moncton. Also French-language, with one yearly tuition figure for undergraduates. Moncton itself says the 2026 to 27 rates are indicative, so confirm before you budget.
Brandon University, Manitoba. One of the cheapest universities in Canada for English-medium study, and a small university in a small city. Its latest published international table is for 2025 to 26, so expect the 2026 to 27 figure to be different. Classes are small, which suits students who want attention from faculty.
University of Prince Edward Island. UPEI's calendar charges one per-course rate for undergraduates plus a yearly international fee for full-time students. Use UPEI's own fee selector for your exact programme, because some programmes carry extra charges.
University of Manitoba. The only large research university on this list. Its per credit hour rates differ by faculty: Arts and Engineering are close, Science is $804 and Management (Asper) is $895.68. If you want a big university at a lower cost, this is often the one we look at first.
St. Thomas University, Fredericton. An Arts-focused university. Strong for humanities, social sciences, journalism and social work, but not the place for engineering or computer science.
Memorial University of Newfoundland. A large, comprehensive university in St. John's. The Government of Newfoundland and Labrador froze per credit rates for 2026 to 27 at the 2025 to 26 level, which makes planning easier.
Cape Breton University. Its published yearly figure already includes mandatory fees and health cover. At the graduate level, CBU lists programme totals, for example $35,195.16 in total for the Master of AI and Business Analytics, which is why it keeps appearing on postgraduate shortlists among the cheapest universities in Canada.

Names You May Have Heard That No Longer Fit
Older lists of the cheapest universities in Canada often include the University of Regina and the University of Northern British Columbia. Check their current pages before you trust those lists.
- University of Regina: the undergraduate international tuition multiplier rises from 3.0 to 3.5 from Fall 2026. The university's own 2026 to 27 estimate is about $32,500 for tuition and fees, based on 10 classes.
- UNBC: international undergraduate tuition for 2026/27 is $1,040.15 per credit hour, which works out to about $31,200 for 30 credit hours.
Both are good universities. They are simply no longer among the cheapest universities in Canada for international students.
Cheapest Universities in Canada: Who This Is For and Who It Is Not For
This list is a good fit if:
- You want a full bachelor's degree and your family is funding most of it, so every lakh saved on tuition matters.
- Your course is broad (Arts, Science, Business, general Engineering) and is offered at a smaller or regional university.
- You are comfortable with a quieter city and a real winter.
- For the two French-language universities: you already study comfortably in French.
Look elsewhere if:
- You need a specific niche programme that only a few universities offer. Choose the course first, then compare fees.
- You are applying for a one or two-year postgraduate diploma. Most universities on this list are best known for degrees, and college programmes follow different rules for work permits (more on that below).
- Your budget only covers tuition. With the IRCC living cost requirement on top, even the cheapest universities in Canada need serious funding. Look at Canada scholarships 2026 and your loan options before you commit.

Myth: Cheaper universities do not qualify for a post-graduation work permit.
Fact: PGWP eligibility depends on whether the institution offers PGWP-eligible programmes and whether you meet IRCC's rules, not on the fee. IRCC's designated learning institutions list has a column called "Offers PGWP-eligible programs", so check your university there. Private institutions delivering public college programmes are a different story, and in most cases those programmes are not PGWP-eligible.
Myth: My field of study must be on a shortage list to get a PGWP.
Fact: IRCC says there are no field of study requirements for bachelor's, master's or doctoral degrees. The field of study rule applies to college programmes and non-degree university programmes where the study permit was applied for on or after November 1, 2024.
