Commonwealth Scholarship for Indian Students: 7 Essential Steps to Apply for 2027

"Can I still apply for the Commonwealth Scholarship this year, and who do I actually apply to?" We hear both every autumn. The honest answer to the first is yes, if you move now. The answer to the second is the part most people get wrong: the Commonwealth Scholarship for Indian students needs two applications, not one.

This guide covers the 2027/28 round, for study in the UK starting September or October 2027. You will get the verified deadline, eligibility, what the Commonwealth Scholarship for Indian students pays for, a comparison with Chevening, and seven steps to apply. Every rule comes from the Commonwealth Scholarship Commission in the UK (CSC) website, cscuk.fcdo.gov.uk, checked at the time of writing, so confirm anything important there before you submit.

The Commonwealth Scholarship for Indian Students at a Glance

The CSC runs UK government scholarships funded by the Foreign, Commonwealth and Development Office (FCDO), built around international development. It wants people who will use a UK degree to make change back home, and that purpose shapes every rule below. Not every CSC scheme is open to India:

• Commonwealth Master's Scholarships: open to Indian citizens. India is on the eligible country list. You apply through a nominator, and for most people that means India's Ministry of Education.
• Commonwealth Shared Scholarships: India is also on this list. These are for specific approved master's courses at participating UK universities, and they are only for candidates who have not studied or worked for a year or more in a high income country. The 2026/27 round is closed and the 2027/28 round was not yet open at the time of writing.
• Commonwealth PhD Scholarships: not open to India. The current PhD scheme is limited to least developed countries and fragile states, and India is not on that list.

So in practice, the Commonwealth Scholarship for Indian students means a one-year taught master's. If a PhD is your goal, look at university funded studentships instead.

Commonwealth Scholarship for Indian Students: 2027/28 Timeline

The CSC has published its dates for the Commonwealth Scholarship for Indian students this round. Your nominator's dates are separate, and that is where the risk sits.

The CSC says nominators may set their own closing dates, and we could not confirm the Ministry's date on an official page at the time of writing. Treat 20 October as the last possible day, not your target, and check education.gov.in this week.

Nomination is not selection either. The Ministry puts forward an agreed number of candidates for the Commonwealth Scholarship for Indian students, and the CSC chooses from that pool.

Commonwealth Scholarship for Indian Students: Eligibility Checklist

Tick every line before you start the form. These rules come from the CSC's Master's Scholarships page:

• You are an Indian citizen (or hold refugee status in an eligible Commonwealth country) and are permanently resident in India.
• By September 2027 you hold a first degree of at least upper second class (2:1) honours standard, or a lower second class degree plus a relevant postgraduate qualification, usually a master's.
• You could not afford to study in the UK without this scholarship.
• You can start in the UK by September 2027.
• You are applying for a one-year, full-time taught master's. The CSC does not fund MBAs.
• You have not already studied at master's level at a UK institution, and have not held a Commonwealth Scholarship at master's level. A second master's elsewhere needs a strong justification.
• You are not a current or recent employee (or relative of one) of the UK government, the British Council or the Association of Commonwealth Universities.
• You can upload a passport, full transcripts and at least two signed references by the deadline.

There is no age limit, and the CSC itself does not ask for an IELTS score. Your universities still will, so plan your English test separately.

A practical point on marks: Indian degrees are not graded in British classes. If your percentage or CGPA sits near the borderline, ask the Ministry and your target universities how they read it before you invest weeks in the Commonwealth Scholarship for Indian students.

What the Commonwealth Scholarship for Indian Students Covers

According to the CSC at the time of writing, each Master's Scholarship provides:

• Tuition: full approved fees, agreed between the CSC and the university. You pay no part of the tuition fee.
• Airfare: an approved fare from India to the UK and back at the end of the award, for you only.
• Stipend: £1,712 per month, or £2,000 per month at universities in the London metropolitan area, at the rates quoted at the time of writing.
• Study travel grant: towards study related travel in the UK or overseas.
• Child allowance: only if you are widowed, divorced or a single parent with children living with you in the UK: £622 a month for the first child and £154 a month each for the second and third child under 16.

Two limits matter. Family allowances are only a contribution, so budget for family yourself. And you cannot hold another award covering the same costs alongside the Commonwealth Scholarship for Indian students.

How to Apply for the Commonwealth Scholarship for Indian Students: 7 Steps

1. Confirm your eligibility honestly. Use the checklist above. If your degree class or course type does not fit, stop here and save the time for other funding.
2. Find the Ministry of Education's notice. The CSC lists the Ministry of Education, Government of India, as India's national nominating agency for the Commonwealth Scholarship for Indian students. Read its notice for its own deadline and any extra criteria.
3. Shortlist three UK courses. The CSC asks for three, in order of preference, with reasons. It will not change your order after selection, and if it cannot place you at any of them, the award cannot go ahead.
4. Apply to those universities now. The CSC expects you to apply for admission before or alongside the scholarship. An existing offer is listed as a plus in its assessment of study plans.
5. Collect two references. Signed, in PDF, on institutional letterhead or a clearly identified email, and uploaded by the deadline. Late references are not accepted.
6. Complete the CSC Central form. Draft answers offline first. It uses two-factor authentication, cannot be edited after you submit, and gets very busy in the final days.
7. Submit to both. Submit to the Ministry by its date and to CSC Central by 20 October 2026. Then watch every email folder, including spam, because an offer can be withdrawn if you miss a reply.

The mistake we see most often is treating the CSC form as the whole Commonwealth Scholarship for Indian students application. It is only half. Without the nomination, the CSC never sees you.

How the CSC Scores Your Application

The CSC publishes three criteria for the Commonwealth Scholarship for Indian students and other master's applicants:

• Candidate merit: exam results, transcripts and referees' reports first, then prizes, other achievements, training and professional experience.
• Quality of study plans: what you want to learn and why, and how well you have researched the course and university, down to specific modules or dissertation topics.
• Development impact: how your study links to a real need in your sector and in India, what outcomes you expect, over what timeframe, and who benefits. Leadership, volunteering and links to a national development priority or one of the CSC's six development themes all help.

My view: development impact is where most Indian applicants lose marks. "I want to contribute to my country" is not a plan. Name the problem, who you will work with, and how anyone could measure the change in five years.

Commonwealth vs Chevening: Which Suits You?

Both are fully funded UK government awards for a one-year master's, and both expect you to come home. The Chevening details below come from our Chevening Scholarship guide, checked against chevening.org.

If you are a recent graduate with strong marks and a clear development angle, the Commonwealth Scholarship for Indian students is often the better fit, because Chevening's work rule rules you out for now. With several years of experience, apply to both if eligible, but you can only hold one.

Who the Commonwealth Scholarship for Indian Students Is For, and Not For

It suits you if:

• You have a 2:1 level degree, or a lower second plus a relevant master's.
• Your subject connects clearly to a development need in India.
• You genuinely could not fund a UK master's without it.
• You want to build your career in India after the degree.

Look elsewhere if:

• You want to stay and work in the UK afterwards. Commonwealth Scholars commit to returning home, switching to the Graduate or any other visa is not permitted, and you sign an undertaking to return before your student visa expires.
• You want an MBA, a PhD, a part-time course or a two-year master's.
• You have already studied a master's in the UK.

What is the deadline for the Commonwealth Scholarship for Indian students in 2027?

For study starting in September or October 2027, CSC Central closes at 16:00 BST on Tuesday 20 October 2026. The Ministry of Education sets its own nomination deadline, which may be earlier, so check both.

Is the Commonwealth Scholarship for Indian students fully funded?
