Once the offer letter from an Australian university lands, the next question from students and parents is almost always the same: "When do we get the CoE, and can we apply for the visa before it comes?" The short answer is no. Your Confirmation of Enrolment is the document the visa application is built on, and without it the application is not valid. In this guide I explain what the CoE Australia process looks like from offer to lodgement, what the document shows, how packaged courses work, what happens if a CoE is cancelled, and the myths that cost students time.

CoE Australia Basics: What the Document Proves

A Confirmation of Enrolment (CoE) is issued by your education provider, not by the Australian Government. Study Australia describes it as the document that verifies your enrolment in a specific course. Providers create it in PRISMS, the national system the Department of Education uses to record international student enrolments, and it serves as the evidence of enrolment that Home Affairs needs before a student visa can be granted.

Three rules from the Home Affairs Student visa (subclass 500) page shape the whole CoE Australia picture:

  • You must be enrolled in a full time course registered on CRICOS, the Commonwealth Register of Institutions and Courses for Overseas Students.
  • You must provide a CoE for all intended courses when you apply. If you do not, the application is invalid and cannot be processed.
  • Your CoE must still be valid when the department decides your application. A CoE stops being valid if it is cancelled or the course is complete.

In other words, the CoE is not a formality you attach at the end. It is the entry ticket.

From Offer Letter to Visa Lodgement: The CoE Australia Timeline

Every provider has its own forms and deadlines, but the order of events is the same. Here is the CoE Australia timeline we walk students through:

  1. Offer letter arrives. Study Australia says the Letter of Offer includes your course details, enrolment conditions, fees and refund arrangements. Read it before you accept, and do not accept it if you are unhappy with any of its terms.
  2. Clear any conditions. A conditional offer might ask for final marksheets, an English test score or a signed declaration. The provider will not move forward until these are met.
  3. Accept the offer. Accepting usually means signing the written agreement. Under the National Code, providers must formalise the enrolment of overseas students through a written agreement, so keep a copy.
  4. Pay the deposit. Study Australia is clear that the CoE is sent after you have accepted your Letter of Offer and paid your deposit. The amount is set by the provider, so check your offer letter.
  5. Sort out health cover. Home Affairs requires Overseas Student Health Cover (OSHC) for the visa. If your provider arranges it, the provider includes your health insurance details on the CoE. If you arrange it yourself, you will need the policy number for the visa form.
  6. Receive the CoE. At this stage of the CoE Australia process, the document usually arrives by email as an electronic document with a CoE code. Check every detail the day it arrives.

The mistake we see most often sits between steps 3 and 4. A family accepts the offer, then waits weeks to arrange the education loan disbursement, and the whole CoE Australia timeline slides past the intake. What Your CoE Shows: A Quick Checklist

When the document arrives, compare it line by line with your passport and offer letter. We ask students to check:

  • your name and date of birth, spelled exactly as in your passport
  • the provider name and CRICOS provider code
  • the course name and CRICOS course code
  • the course start and end dates
  • the CoE code, which you will type into the visa form
  • tuition fees and any amount already paid
  • OSHC details, if your provider arranged your cover

The fees line matters more than students expect. For financial capacity, Home Affairs asks you to use the first 12 months of course fees and deduct anything already paid, with evidence such as a receipt or your Confirmation of Enrolment. A CoE Australia correction is simple if you ask early. If any detail is wrong, write to the provider and ask for a corrected CoE before you lodge. A mismatch between your CoE and your passport is exactly the kind of thing that slows a file down.

CoE Australia Rules for Packaged Courses

Many Indian students apply for a package, for example an English course (ELICOS) or a foundation programme followed by a degree. Home Affairs sets out how the CoE Australia rules work here:

  • You need a CoE for each course in the package.
  • The last course in the package is your main course of study. Home Affairs uses it to work out what financial and English evidence you must give.
  • You must include every CoE code in the visa application form. If you leave one out, your visa may only cover the CoE you provided.
  • Courses can be packaged where one clearly leads to the next, and the gap between them must be less than two calendar months, unless the first ends at the end of the standard academic year and the next starts at the beginning of the following one.

Our CoE Australia advice for packages: before you lodge, lay all your CoEs side by side and check that the end date of one and the start date of the next fit the two month rule. It takes five minutes and saves a lot of stress.

There are a few cases where no CoE is needed. Students on a scholarship approved by the Minister for Foreign Affairs and Trade, or sponsored by the Australian Department of Defence, give a letter of support instead. Secondary exchange students give an AASES form. These rarely apply to students applying from Gujarat, so plan on needing a CoE.

How Provider Allocations Affect CoE Australia Planning

Since 14 November 2025, student visa applications lodged outside Australia are processed under Ministerial Direction 115. For 2026, the Government set the National Planning Level at 295,000 new overseas student commencements, and each provider has an indicative allocation within it.

Here is where the CoE Australia link comes in. Home Affairs sets your processing priority by the provider of your main CoE and its progress towards its allocation on the day you lodge:

Home Affairs says the priority level does not affect whether your visa is granted or refused. It only affects how quickly processing starts. Applications lodged between 15 November and 31 December are prioritised against the provider's allocation for the following year. Higher education students can check a provider's status on the Home Affairs Visa Prioritisation Status page, while VET students should ask their provider. If you are choosing between two offers close to an intake, this is worth a look before you pay a deposit.

When a CoE Is Cancelled or Your Course Changes

Every CoE Australia record is tied to one course at one provider. If that changes, the document changes too.

Before the visa decision. If your CoE is cancelled while the application is being processed, you no longer hold a valid CoE, and Home Affairs says a new one must be attached in ImmiAccount for you to stay eligible. Tell the department about the change rather than waiting for it to find out.

After you arrive. Home Affairs asks students to tell it before changing their study situation and warns that the visa may be cancelled if you stop meeting its conditions. When you change courses, you must keep meeting those conditions, and in some cases you need a new visa. Study Australia adds that concurrent CoEs are no longer issued, and moving from a higher education degree to a vocational course means meeting all student visa requirements again.

Changing provider early. Under Standard 7 of the National Code, you generally cannot transfer to another provider before completing six calendar months of your principal course without a release from your original provider.

CoE Australia Myths vs Facts

These are the CoE Australia misunderstandings we hear most often in counselling sessions.

  • Myth: the offer letter is enough to lodge the visa. Fact: Home Affairs requires a CoE for all intended courses at lodgement, and an application without one is invalid. The department tightened this for onshore applicants from 1 January 2025.
  • Myth: the Australian Government issues the CoE. Fact: your provider issues it after you accept the offer and pay the deposit.
  • Myth: one CoE covers the whole package. Fact: each course needs its own CoE, and every code must go in the visa form.
  • Myth: a CoE guarantees the visa. Fact: it only proves enrolment. You still need to meet the Genuine Student, financial, English, health and character requirements.
  • Myth: a Priority 3 provider means refusal. Fact: Home Affairs says priority only affects processing order, not the outcome.
